The US trade imbalance solution ?

should the house p a 'tariff on imported goods just till the trade imbalance gets close to balanced ' bill ? right now the imbalance is $2 Trillion - not in americas favor . i know the GOP would never allow getting total rid of free trade agreements ( to much money in it for the CEOs ) . but this could be a good compromise . agree ?
