Snow Bengal will not jump?

I have an 8 month old snow bengal. He does not jump. Bengal's are known for their amazing strength and height. But Cooper just doesn't jump at all, not even an attempt. He'll hop up onto the top of the litter box then up onto the counter but that's only maybe a foot and he can stand up higher then that. Is this normal?
