Why do some gay guys use flamboyant gestures and voice while others do not?

My brother is gay and he doesn't act like this - his boyfriend from Pittsburgh is the biggest queen that I have ever seen in my life. He wore a purple turtle neck with a rhinestone heart on it and he always talks with a lisp and waves his hands about. Why is he doing this? Who is he imitating?
