How does US and UN decide who is a rebel, terrorist, or civilian in Libya?

To the US and UN.....Any TERRORIST that likes America is a REBEL or a FREEDOM FIGHTER. Any REBEL or FREEDOM FIGHTER that does not like America is a TERRORIST. Notice that when the Russians were in Afghanistan the guys fighting the Russians (with weapons we gave them) were FREEDOM FIGHTERS but now we are fighing them they have turned into.........yes.......TERRORISTS again.
